   UN/LOCODE is the United Nations Code for Trade and Transport Locations: more than 116,000 five-character codes that identify ports, airports, inland terminals and trading places. Customs administrations, port community systems, maritime single windows, airlines and carriers all depend on it, and it is increasingly written into regulation, including maritime, emissions and sustainability reporting regimes. As Secretary, Kevin is responsible for keeping that reference data accurate, consistent and published on schedule.

   Day to day, the role sits between governments and industry. Kevin coordinates with Member States, National Focal Points, international organizations and private-sector users to receive, validate and publish Data Maintenance Requests under UNECE Recommendation No. 16, and supports the Advisory Group and Maintenance Team in setting priorities. Where regulators reference UN/LOCODE, he helps them apply it correctly so that the code list can function as trusted digital public infrastructure.

   He runs the release cycle end to end: setting the cut-off schedule ahead of each UN/CEFACT Forum, coordinating internal and expert review of location submissions, maintaining the DMR database and the online submission platform, and publishing each directory release (such as 2025-1) shortly after the Forum. He drafts the Advisory Group's parliamentary documents, organizes and documents its meetings, and follows up on its decisions, with a focus on the Programme of Work areas for policy, technology, data integrity and ICT re-engineering. He also supports the review of Recommendation No. 16 and produces procedures, guidance and training material for National Focal Points.

   The other half of the job is renewal. Kevin is leading the move from a legacy system to an open-source, version-controlled maintenance environment built with UN OICT and UNICC, aimed at better automation, auditability, transparency and cybersecurity compliance. That work includes geolocation tagging and geofencing of locations, and exploring AI and machine learning to help validate incoming requests. UN/LOCODE is among the first UNECE digital public goods being moved onto the UN Secretariat's GitLab-based open-source platform, alongside the UN Transparency Protocol (UNTP) and the eTIR National Application. Kevin coordinates the due diligence with OICT, UNICC and the UN Open Source Community of Practice: software bills of materials, software composition analysis, cybersecurity assessments and licence checks. The aim is recognition as a Digital Public Good, in line with the Global Digital Compact. In parallel he is working on long-term financing, including the contribution-based funding mechanism endorsed at the UN/CEFACT Plenary, and on capacity building through global workshops so that developing economies take part on equal terms.

   UN/CEFACT, the United Nations Centre for Trade Facilitation and Electronic Business, develops the recommendations and electronic business standards that let governments and companies exchange trade documents and data. Kevin joined its secretariat as Assistant Secretary and Information Management Officer, and is the focal point for the Methodology and Technology domain, the group responsible for the technical rules that every UN/CEFACT standard follows.

   He is Secretary of UN/EDIFACT, the long-established UN syntax and directories for electronic data interchange in administration, commerce and transport, and supports the maintenance of the UN/CEFACT Core Component Library (UN/CCL), the Reference Data Models, UN/LOCODE and the UN Recommendation code lists. That work runs through Data Maintenance Requests submitted by experts worldwide, which he coordinates from submission through review to publication.

   He also manages UN/FLUX, the UN/CEFACT standard for fisheries data exchange. He handles its change requests, versions and releases, and acts as the main contact between UNECE, FAO, the International Commission for the Conservation of Atlantic Tunas (ICCAT), regional fisheries bodies, national authorities and industry. This includes tracking the EU-funded modernization and its third implementation phase, and linking UN/FLUX to traceability frameworks such as the Digital Product Passport.

   On the technology side, he supports the newer UN/CEFACT deliverables, including JSON Schema, JSON-LD web vocabularies, Verifiable Credentials and RESTful API specifications, along with the Reference Data Model Management Group and eData Management. He documents the governance for the JSON web vocabulary and APIs, and helps translate standards into Business Requirements Specifications, white papers, implementation guides and executive briefs.

   For the 2026–27 cycle his remit widens. He coordinates the UN/CEFACT Plenary, Forum, Bureau and expert meetings, including Bureau elections and onboarding, and the quality control of parliamentary documents. He also leads communications and outreach for the Digital Connectivity Unit and UN/CEFACT, through news items, mailing campaigns, web pages and LinkedIn. He runs the Collaborative UN/CEFACT Environment (CUE) and the UNECE trade pages, and publishes standards through Bitbucket and Bamboo pipelines. He also supports priority normative projects: Common Operational Data for Multimodal Transport, the Global Registry Information Directory (GRID), and Buy-Ship-Pay data exchange structures for trade finance.

   He supports liaison with the European Commission (including the Special Data Project), IMO FAL, ISO/TC 307, WCO, UPU and other partners. Beyond UN/CEFACT, he is Co-Chair of the United Nations Digital Transformation Group for Europe and Central Asia.

   JWG 9 is the joint ISO/UNECE working group for information exchange in the supply chain, set up to keep ISO standards aligned with UN/CEFACT semantics. As Secretary, Kevin is the central point of contact for its members, keeps information moving between meetings, and makes sure every project follows ISO procedures from preliminary work item to published standard.

   He works with national standards bodies, industry experts and partner organizations to gather comments on drafts and help the group reach consensus. He keeps the group's records of activities and decisions, tracks milestones against ISO deadlines, and reports progress, challenges and next steps to ISO/TC 154. He makes sure UN/CEFACT experts contribute on time and that ISO drafts stay semantically consistent with UN/CEFACT, and he publishes reports and updates to both CUE and the ISO portal.    Haigh Communications is a public and private-sector PR consultancy whose clients include the Government of Barbados, the Office of the Prime Minister, the Ministries of the Environment and Education, the Barbados Water Authority, Barbados Tourism Investment Inc. and UNICEF. Kevin managed the firm's ICT from its founding in 2019, as the single point of contact for technology.

   The role covered network and system infrastructure, user desktops and devices, first-line incident response and day-to-day ICT operations, delivered both in person and remotely. It built on his independent IT consulting with clients across the region, where he developed service-level agreements, IT strategy and infrastructure plans, and handled migrations, web development and general support.

   Kevin taught Computing I and Entrepreneurship for Computer Sciences, working under a senior lecturer to deliver courses that count toward the bachelor's degree. He independently lectured and supervised classes of 15 to 40 students, covering programming concepts in Java, C++, JavaScript, HTML5 and CSS.

   Alongside teaching, he prepared lesson plans, lab assignments and course materials, graded work, and mentored students in groups and one to one. The entrepreneurship side drew directly on his own record in Caribbean business-plan and innovation competitions.

   As a consultant to UNDP, Kevin wrote analysis programs and produced statistical research to specific terms of reference, feeding evidence into policy development for Barbados and the Eastern Caribbean.

   His UNDP work includes a working paper on a multi-dimensional poverty measurement methodology for the Caribbean, which argues for measuring deprivation across several dimensions instead of income alone, and a gender analysis of the OECS poverty assessment with UN-Women.
